Let’s start with the role

The  Public Affairs Manager – Marketing & Communications Focus is responsible for designing and executing institutional communication and political marketing strategies that support advocacy objectives, strengthen corporate and sector reputation, and promote responsible gaming, integrity, and regulatory awareness.

This role acts as a strategic bridge between Public Affairs, Marketing, Communications, and external partners, ensuring that public narratives are aligned with regulatory priorities, government relations strategy, and the long-term sustainability of the regulated iGaming market in Brazil.

As a Public Affairs Manager, you will:

Strategic Communication & Political Marketing
  • Design and execute institutional and public interest campaigns on:
    • Responsible Gaming
    • Integrity & fraud prevention
    • Regulation awareness
  • Combat illegal market
  • Develop narrative frameworks to support advocacy and government relations initiatives.
  • Ensure consistency between corporate messaging and institutional positioning.
Reputation & Media Management
  • Monitor media coverage, public discourse, and social sentiment related to iGaming and regulation.
  • Develop proactive and reactive communication strategies in coordination with Communications and PR teams.
  • Support the Public Affairs Director with talking points, public statements, and positioning documents.
Campaigns, Partnerships & Associations
  • Coordinate sector-wide communication initiatives with IBJR and other relevant associations.
  • Manage relationships with agencies, communication partners, and institutional stakeholders.
  • Contribute to joint campaigns aimed at policymakers, regulators, and society.
Measurement & Reporting
  • Define and track KPIs for advocacy communication (reach, credibility, perception, influence).
  • Analyze campaign effectiveness and report qualitative and quantitative impact to leadership.
  • Support evidence-based communication using data and insights.
Complexity & Challenges
  • Operate in a highly regulated and politically sensitive environment.
  • Balance corporate brand objectives with neutral, institutional narratives.
  • Manage reputational risk under public scrutiny.
  • Anticipate potential crises and design preventive communication strategies.

What you’ll bring:

  • Experience: 8+ years in Public Affairs, Political Marketing, Institutional Communication, or Corporate Reputation, preferably in regulated or highly visible sectors.
  • Education: Degree in Communications, Marketing, Journalism, Political Science, International Relations, or related fields. Postgraduate studies are a plus.
  • People Management: No direct reports required; strong experience leading projects and coordinating cross-functional teams and agencies.
  • Industry Exposure: Experience in regulated industries (iGaming, financial services, telecom, tech, consumer goods) or strong public affairs agencies preferred.
  • Profile: High political sensitivity, strong judgment, strategic mindset, and ability to translate complex regulatory topics into clear institutional narratives.
  • Proven experience in institutional communication, public affairs communication, or political marketing, ideally in regulated or high-reputation-risk environments.
  • Strong ability to develop narratives and messaging on sensitive topics such as regulation, public policy, and social responsibility.
  • Experience working with external agencies (creative, PR, media) and managing integrated campaigns.
  • High level of political and reputational sensitivity, with strong judgment and discretion.
  • Ability to work cross-functionally with Legal, Regulatory, Marketing, and Communications teams.
  • Fluency in English and Portuguese (written and spoken) - Mandatory
  • Comfortable operating under public scrutiny, ambiguity, and fast-changing political contexts.
What skills are coachable or nice to have
  • Previous experience specifically in iGaming or betting (can be learned on the job).
  • Deep knowledge of the Brazilian legislative or regulatory process (helpful but not mandatory).
  • Experience working directly with industry associations or multi-company initiatives.
  • Familiarity with data-driven advocacy or policy research inputs.
  • Exposure to crisis communication in highly regulated environments.
  • Experience with international stakeholders and global matrix organizations.
